Cable and Internet Service
The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) intends to enter into a Firm Fixed Price (FFP) contract with Time Warner Cable Enterprises LLC. CAGE: 3YBD6. In accordance with the statutory authority 10 USC 2304(c)(1) as implanted by FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. This is the only vendor that is able to provide both cable and internet service. Verizon and AT&T do not provide cable service to the Port Hueneme area, and Dish and Direct TV will not enter in a government contract with NSWC PHD (Naval Surface Warfare Center Port Hueneme Division).
This acquisition is being procured under NAICS Code 515210.

Inspection and Acceptance will be at destination (NSWC PHD). Contract award is expected on a FOB destination basis. This will be a Commercial Acquisition in accordance with FAR Part 12.
The proposed contract action is for service in which the Government intends to solicit and negotiate with "Only One Source" under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
