This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation Number is 7000001270 and is issued as a Request for Quote (RFQ) with the statement of work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-88, effective 16 May 2016. The period of performance is August 4, 2019 through August 3, 2020 plus four option years. The associated North American Industrial Classification System (NAICS) code for this procurement is 515210 with a small business size standard of $38.5M.

The Internal Revenue Service (IRS) requires cable service to executives and program offices as appropriate in the IRS headquarters building. The cable service is provided to permit real time viewing of congressional hearings and up to the minute information on news and events impacting the IRS. This building is designated historical and encompasses approximately 1.5 million gross square feet.

The Government intends to issue a Firm-Fixed Price (FFP) award based on the lowest priced technically acceptable (LPTA) that is responsive to the solicitation. The following factors shall be used to evaluate offers: technical capability and price. In order to be considered for award, the price must be determined to be technically acceptable. Offerors providing the required installation of equipment, maintenance and television programming services will be considered technically acceptable. Criteria under the LPTA process are judged on a pass-fail basis only.

Offerors shall provide the following installation of equipment, maintenance and television programming services,


(1) Installation of receiver,
(2) Antenna system,
(3) Amplifier,
(4) Power supply,
(5) RG11 coaxial cable and labor,
(6) Emergency and regular maintenance services calls on per call basis,
(7) Labor and materials for new cable outlets, and
(8) Yearly television programming subscription of local news channels 4 (WRC), 5 (WTTG), 7 (WJLA), 9 (WUSA), 26 (WETA), 32 (WHUR), CNN, CNBC, MSNBC, FOX News, C-SPAN and C-SPAN2

Depending upon the submissions received, IRS will set aside a period of time to conduct a site visit. (This would take place in the downtown Washington, DC area and be entirely optional at the submitter's discretion and expense.) Vendors will receive email communication regarding the site visit.

Quote submittal must, at a minimum show: (1) Solicitation number, (2) price, (3) technical capability, (4) Name, address, and telephone number of offeror, (5) Taxpayer Identification Number, (5) CAGE Code, (6) DUNS Number, (7) A completed copy of the representations and certifications at FAR 52.212-3, (8) GSA number if applicable; and (9) business size and payment terms.


Offerors must complete FAR 52.209-11 Representation by Corporations regarding a Unpaid Federal Tax Liability or Conviction of a Felony Criminal Violation under Federal Law (Feb 2016), IR1052.232-7003- Electronic Invoicing and Payment Requirements for the Invoice Processing Platform (IPP) (MAY 2018) and IR1052.209-9002-Notice and Consent to Disclose and Use of Taxpayer Return Information (MAY 2018).


This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.


This notice is not a request for proposals. Oral communications are not acceptable in response to this notice. All responsible sources who can provide the above requirement shall submit written questions via emailed to faith.m.ashton@irs.gov, by 12 pm on July 19, 2019 (Eastern Time). Responses will be provided as an amendment to the solicitation on July 24, 2019. The RFQ closing date is 12:00 PM Eastern Standard Time, July 26, 2019.


Any quote received after the due date and time will not be considered and therefore be ineligible for award.
