This solicitation is being issued as a combined synopsis/solicitation for commercial internet services, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued.

Solicitation W912LQ-18-Q-0001 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005- 95, effective 19 Jan 2017. This procurement is being issued as unrestricted under NAICS code 517311 with a small business size standard of 1,500 employees.

INFORMATION

1. Invoices must be submitted via WAWF (refer to DFARS clause 252.232-7006 for further guidance). After successful submission of your WAWF invoice, send an email notification to ng.va.vaarng.list.ngva-aqs- wawf@mail.mil. Failure to do so may cause a delay in payment.


2. A statement of work for this requirement is included in this solicitation and will be incorporated into any resulting award.


3. Award will be made to the vendor offering the lowest price. Multiple awards will not be made.


   a. To be eligible for award, vendors must have an active system for award management (SAM) registration (www.sam.gov)
   b. To be determined acceptable, quoted products/services must meet the minimum technical specifications identified in the statement of work including, but not limited to, static IP addresses, minimum data transfer rates of 300mbps, 40mbps uploads, and unlimited data transfer.
   c. Vendors must specify if they are able to utilize existing infrastructure or must install their own infrastructure.
   d. All requested information must be provided or the quote will not be considered.


4. Bids will be evaluated inclusive of option periods. If a five year period is not available, the least the government will consider for award is one base year with one option year.


5. Vendors must complete, sign, and return the solicitation with their quote. FAR provision 52.212-3 Alt 1 and 52.204-17 must be completed and returned with quotes. If a vendor's information is up-to-date in SAM, the vendor need only provide the CAGE code and TIN with that assertion in FAR provision 52.212-3 Alt 1.


6. All questions shall be submitted in writing three business days prior to the quote due date (block 8 on 1449). Quotes are due no later than the date and time specified in block 8 on the 1449 and must be emailed to betsy.l.lawrie.mil@mail.mil


Statement of Work

1. OVERVIEW

1.1 This statement defines the requirements for commercial broadband services at the Virginia Army National Guard 91st Cyber Brigade Readiness Center, located at 9797 Braddock Road, Fairfax, VA 22032-1725.


1.2 The 91st Cyber Brigade requires commercial broadband service with statically assigned Internet Protocol (IP) addresses, minimum data transfer rates of 300 Mbps download and 40 Mbps upload, and unlimited data transfer. The Contractor must provide a guarantee of 99.9% uptime.


1.3 The 91st Cyber Brigade also requires business level cable television. The channel package shall contain local and national news channels, provided in high definition, with four digital cable boxes.


2. INSTALLATION


2.1 The contractor, or internet service provider (ISP), will be responsible for the installation of the necessary infrastructure and equipment required to establish the connection to the internet either utilizing the existing COX Virginia Telecom infrastructure or installing new infrastructure.


2.2 If new infrastructure is being installed, the 91st Cyber Brigade requires the installation of two lines from the line of demarcation at the State Police facility at the front of the property to the DPU building (first and second floors). If there are no existing physical connections from the


VA DPU RC to the ISP that can be utilized, the contractor is responsible for the construction required to install the physical layer.


2.3 The contractor is responsible for installation, and replacement, of equipment from the digital cable boxes out to the ISP's infrastructure. This includes running cables from the exterior to the interior where the modem(s) and cable boxes will be located within the 91st Cyber Brigade RC.

3. MAINTENANCE

3.1 Broadband service provider must alert the 91st Cyber Brigade with advanced notice of network outages, or downtime, due to scheduled maintenance.


3.2 In the event of equipment failure, the contractor is responsible for replacing faulty equipment within 48 hours. The contractor is also responsible for repair of external infrastructure in the event of natural disasters


4. CONTRACTING OFFICER'S REPRESENTATIVE (COR).


4.1. The COR is the Contracting Officer's Representative for inspection and acceptance of deliverables under this contract. The COR will act as the Contracting Officer's representative for technical matters, providing technical direction and discussion as necessary with respect to the specification or performance work statement, and monitoring the progress and quality of the contractor's performance.


4.2 The COR is NOT an Administrative Contracting Officer (ACO) and does not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, quality, place of performance, delivery schedule, or any other term and condition of the contract or to direct the accomplishment of effort that goes beyond the scope of the performance work statement in the contract.


4.3. All contracting actions and/or correspondence shall be forwarded through the COR to the Contracting Officer.


When, in the opinion of the Contractor, the COR requests efforts outside the existing scope of the contract, the Contractor shall promptly notify the Contracting Officer in writing. The Contractor shall take no action.


5. CONTRACTOR MANPOWER REPORTING


5.1 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of this contract. Reporting inputs will before the labor executed during the period of performance. The contractor shall completely fill in all the information and in the format required at https://cmra.army.mil.
