SUBJECT: C-RAM Systems Engineering, Test & Evaluation, and Computer Resource Support - Request for Information (RFI) for Market Capability Assessment

1. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire and products or services. In accordance with FAR 1853201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract awards will be made from this notice and no solicitation is available at this time. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for the effort.


2. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Companies may be contacted if we need further information to fully understand the marketplace. The government is not seeking proposals and will not accept unsolicited proposals as a result of this RFI. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP).


3. The purpose of this effort is to acquire Systems Engineering, Test & Evaluation and Program Support Services as required for the R&D, combat, and sustainment missions to support the C-RAM System- of-Systems (SoS) . CONUS & OCONUS support operations will be required to satisfy the requirements of the user. PD C-RAM manages the technical/tactical architectures that provide Indirect Fire Protection (IFP) in support of our combat and homeland defense forces. C-RAM systems are predominately in the sustainment life-cycle phase and are stable technologies. Future system outlook consists of new technology incorporation and fielding. Future systems will include integration of advanced Command & Control (C2), interceptors, counter-fire sensors, and warn devices.


4. Tasks associated with these services include providing integrated support for Army programs, such as: C-RAM C2/Forward Area Air Defense C2 (FAAD C2) systems; Air & Missile Defense Planning & Control System (AMDPCS), including the Air & Missile Defense Work Station (AMDWS) & Air Defense-Aviation Management (ADAM) Cell; Interceptors, such as: the Land-based Phalanx Weapon System (LPWS) and Advanced Innovative Interceptor Initiative (AI3); Counter-fire sensors, such as: FIREFINDER, Lightweight Counter-Mortar Radar (LCMR), Ku Band Multi-Functional Radio Frequency System (MFRFS), and AN/TPQ-53; Range Radar Replacement Program (RRRP); and internal C-RAM C2 Warn system. This support includes: logistics, administrative, engineering, equipment specialist responsibilities, LAN operations, operation of Joint analysis and forensics data collection systems, database and information management support. Test support is to be provided at Yuma Proving Grounds (YPG) and other military ranges, as required. Training support will be conducted primarily at Ft Sill, OK. Training and test support will include the requirement to prepare and fire foreign rockets and mortars as test targets.


5. The detailed purpose of this effort is to provide the Government with professional technical and logistics management support for the following areas, though not all inclusive:
a. RAM interceptor missiles
b. 20mm Phalanx guns
c. Warn Systems
d. Foreign manufactured target missiles/launchers
e. Counter fire sensors
f. Fire control sensors
g. Test Range Sensors
h. C2 systems


6. Support is to be provided in several functional areas, including but are not limited to, administrative support, computer resource management, engineering, systems analysis, logistics management, item management, supply support, property administration, transportation management, equipment specialist duties and technical management, test & evaluation, and soldier training.


7. Although final requirements are subject to change, the current historical information requires approximately 50 contract man-year equivalent (CME) personnel (60% on-site at Government Facilities & 40% off-site).


8. Please provide responses to the following questions:

    a. Does your current employee base have experience supporting foreign military customers?
    b. Does your current employee base have experience in the applicable technological areas of: RAM interceptor missiles & guns, warn systems, counter-fire sensors, fire control sensors, and C2 systems?
    c. Does your current employee base have experience in foreign target missile/launcher acquisition & field operations?
    d. Does your organization have the capability to provide a fully developed team on 1 February 2016 to support C-RAM requirements?
