C-5 Radar Acquisition for Modification Program (RAMP)

The Air Force Life Cycle Management Center (AFLCMC), Mobility Directorate, C-5 Division (AFLCMC/WLSK) intends to direct the acquisition of supplies identified in this synopsis using Other Than Full and Open Competition (OTF&OC) prescribed by 10 United States Code (U.S.C) 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.

This specific sole source synopsis applies to the following items in the following estimated quantities:

The C-5 Weather Radar is an integrated design, utilizing specific software and hardware interfaces operating as a homogenous unit.  The Government did not purchase, and does not own data rights to the Rockwell Collins manufactured items listed above required to incorporate the Weather Radar on the C-5 aircraft.  The data associated with these Group B components rests exclusively with Rockwell Collins, the Original Equipment Manufacturer (OEM). 

Integrating a replacement component(s) for any of the items listed above requires the Government to re-accomplish all activities and update all documentation previously completed from the Critical Design Review (CDR) through Operational Test and Evaluation (OT&E).  In order to transition to Production and meet the required delivery schedule it is necessary to procure the components already approved within the C-5 Weather Radar product baseline.

Accordingly, Rockwell Collins is the only firm capable of providing the supplies described above without; the Government experiencing substantial duplication of costs that are unrecoverable through competition, and unacceptable delays in fulfilling its requirements.

Sources responding to this synopsis are required to submit their statement of technical ability, not to exceed two (2) pages to the Contracting Officer at AFLCMC/WLSK, Attn: Ms. Michelle Pickel, 2275 D Street, Bldg 16, Room 127, Wright-Patterson AFB, OH 45433-7222 or by email to:AFLCMC.WLSK.C5CMCWxR@us.af.mil no later than 2:00PM EST on 02 Jan 2018.  The statement of technical ability must include the potential source's approach for providing the Rockwell manufactured part numbers in the required estimated quantities as listed above. 

The approximate date for issuance of the solicitation is Feb 2018 with a response date of Apr 2018.  Since the government intends to direct the source for these specific components as sole source under solicitation FA8625-18-R-6530, no additional synopsis will be issued.  This notice of intent is not a request for competitive proposals.
