C-27J Discreet Segment 2 Missionization
This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a sole source award contract to Leonardo S.p.a for technical and engineering support services for Discreet Segment 2 Missionization on USCG C-27J aircraft. THe Missionization effort is being conducted with AirWorks (NAVAIR) and Leonardo. The Technical / Engineering representative will be responsible for providing Leonardo- specific/proprietary technical information and documentation in order to help facilitate the design, installation, and certification of the mission system on C-27J. Technical/Engineering information may include, but is not limited to, responses to technical questions, interpretation of technical drawings, engineering assistance.
The USCG announces its intent to enter into a contract award on a sole source basis with Leonardo S.p.a. under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Leonardo S.p.a is the only source that has unrestricted access to the totality of the technical data needed to facilitate the design and installation of the mission system on the C-27J and, therefore, is the only contractor that can meet the Government's requirements for the specific technical and engineering expertise.
Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense.
This notice of intent is NOT a request for proposals or quotations. Information received will be considered soley for the purpose of determining whether conducting a copetitative procurement is in the best interest of the Government.
