This is a sources sought announcement; a market survey for information only to be used for preliminary planning purposes.  The purpose of this synopsis is to gain knowledge of potential sources for this project including interested small business sources.  This notice is for planning purposes only.  No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.  All interested parties should respond.


 

The 145th Airlift Wing intends to issue a solicitation and award a firm-fixed price contract to construct a C‐17 Type III Hydrant/Ramp Expansion. This project includes a DoD Type III Pump Shelter to accommodate fuel pumps, associated equipment, a Control Room, and support spaces. Conventional Shallow Spread Footing Foundation System. The Pump Shelter area will be covered by a pre-engineered metal building structure. The Pump Room will be open air with no surrounding exterior walls, while the Control Room and support areas (Unisex Toilet and Mechanical Room) will be consolidated within a fully enclosed area with steel studs and CMU veneer. Standing seam metal roofing.  DX Cooling with heat pump air system. Medium voltage and communications concrete encased duct banks. Structural rigid airfield paving, heavy duty flexible paving, standard flexible and rigid paving. Gabian basket retaining walls.  Relocation of existing sparge system.  Stainless steel and coated carbon steel fuel piping, 4+1 in-ground refueling pits, isolation valve pits, and cathodic protection.  4000 barrel fuel storage tank, containment and controls.  Modification of 2 existing 2500 barrel tanks, containment and controls.  Airfield markings, tie-downs, grounding and lighting modifications.

 

The magnitude of this project is between $10,000,000 and $25,000,000.  All interested concerns will provide this office a response in writing no later than Monday 19 June 2017, 5:00 pm EST.  This response shall not exceed five (5) typed pages and must include the following:

 

(1) Positive statement of intent to submit a proposal as a prime contractor;

 

(2) Completed and signed Source Sought Information Request Form;

 

(3) Listing of projects of similar size and scope completed during the past five years, both for government and private industry.  The name/type of project, description, dollar value, contract number, location, and point of contact are to be included.  Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and

 

(4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish this contract.

 

In the event a sufficient number of Small Business contractors are not capable or not available for adequate competition for this project, it may be advertised as unrestricted.  Information shall be provided via email to: SMSgt Bryant K Alexander at Bryant.K.Alexander.mil@mail.mil.  Include the following in the subject line: Sources Sought W91242-17-R-0008.  Facsimile responses will NOT be honored.
