C-130 MAINTENANCE ENVIRONMENT

This is not a solicitation but rather a Request for Information (RFI) to determine the capability of potential sources for information and planning purposes only.


The Government is seeking potential sources to support a follow-on contract for its C-130 MAINTENANCE ENVIRONMENT requirement.


Information gathered will be used to help determine if this effort can be a competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 561990 - All Other Support Services, which has a corresponding Size standard of $12,000,000.00. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

Please review and respond to the RFI questions below. Your responses are a critical part of the market research process and will aid the Government in determining Industry capability and acquisition strategy.



RFI QUESTIONS


1. Please provide your Company Name, Cage Code and size under NAICS 561990.


2. Please recommend locations within a 30 mile radius from HAFB that could support this level of effort, with the ability to support at least eight (8) C-130 aircraft onsite at once. Please provide rationale on your recommendation(s).


3. Transition of the C-130 from HAFB to the contractor run environment will be required with FOC end of March 2024. Transition would begin August - September 2023 and must be completed by drop dead date of March 2024. Is this feasible? If so, please provide your approach to meet this schedule.


4. The government does not intend to pay for any construction or re-model of existing environment for the C-130. Do you have the capability to invest in what is necessary for the C-130 environment?


5. Will you involve the government with any building and remodeling plans for the intended environment?


6. What type of contracting agreement/ length of agreement would you recommend for this type of effort?


7. How do you plan to manage hazardous waste?


8. What State and local agency agreements need to be in place to make the C-130 environment work?


9. What regulatory requirements, outside of AF requirements, will be needed for the C-130 activities to operate off-base?
