SOLICITATION ISSUE DATE 19 SEPTEMBER 2019; CLOSE DATE 21 OCTOBER 2019 3:00 PM CST. (These dates are subject to change). The solicitation for proposals will be posted to FBO and attached to this synopsis when it is issued. NOTE: The resulting contract will not be effective until on or after 11 November 2019.

This is a Total Small Business Set Aside requirement. The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating to procure B-1 BUNGEE CYLINDER ASSEMBLIES NSNs 1680-01-226-6249, 1680-01-160-7171, 1680-01-204-1966, 1680-01-204-1964, 1680-01-265-8447, 1680-01-342-7689, 1680-01-185-0838, 1680-01-184-8665, 1680-01-184-8663, 1680-01-184-8666, 1680-01-182-6326, 1680-01-183-5193, 1680-01-179-3886, 1680-01-161-1492 and 1680-01-184-8667. The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture, test, packing, preservation and packaging of the B-1 Bungee Cylinder Assemblies. The work encompasses the disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing actions required to return the item to a like-new condition in accordance with the solicitation requirements and all attachments. A Firm Fixed Price, Indefinite Delivery Requirements type contract with a one (1) year basic period and four (4) one (1) year options is contemplated. In accordance with FAR 22.10003-6(a)(1), this remanufacture shall be deemed to be manufacturing. As such, this will be considered as a "supply" type acquisition.

Quality Assurance Provisions and Special Inspection Requirements: Higher-level contract quality requirements are used in ADDITION to a standard inspection requirement. A quality system compliant with AS9100, ISO 9001: 2008 or equivalent is acceptable. Compliance is demonstrated by certification or third party audit findings, such as from a DCMA QMS audit.
