CYCLOTRON BEAM TIME AND FACILITY USE

NASA/GSFC has a requirement for the use of the cyclotron accelerator at Texas A&M University (TAMU) facility use, equipment use and support services. Interested parties shall meet the following specific requirements:
1. A range of tuned ion energies appropriate for single-event effects tests of packaged devices (board level and device level electronics) shall exist. This range shall be between 15-40 MeV/amu. Degraders may be used to gain lower energies than 15 MeV/amu. 2. Testing shall be conducted in-air as opposed to vacuum with a full range of tilt angles accessible from + 90 to -90. 3. Heavy-ion beam structure shall be near-continuous to facilitate dynamic testing for single-event effects. 4. Beam accuracy across the irradiation area shall have less than 10% variance to facilitate accurate performance degradation results and pre-flight predictions. 5. NASA/GSFC shall be the prime user of the proton beam during test campaigns in order to provide controlled particle intensities (beam flux) and known beam structure to allow for proper post-irradiation data analysis. a. Shared user facilities provide uncertainties and increased risk for results and data analyses. 6. Facility shall have ion range in silicon up to at least 3.5 mm.
NASA/GSFC intends to procure services from TAMU. TAMU is the only vendor that can provide accelerated heavy ion beams used for single-event effects testing for space flight hardware.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing by email to Dorothy.s.baskin@nasa.gov not later than 12:00 p.m. local time on Thursday, October 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
