This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 140L2219R0004 is issued with an open date of April 18, 2019 and close date of May 3, 2019. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2019-01. This is a total small business set aside under NAICS 561720 and a size standard of $18.00

The Bureau of Land Management (BLM), Farmington Field Office, has a requirement in soliciting proposals on a competitive basis from qualified vendors to enter into a firm fixed price contract for Custodial and Janitorial Building services. The following attachments are applicable to the solicitation: performance work statement, wage rates, evaluation criteria, bid schedule HSPD-12 contractor letter, info form b-hspd-12, and the quality assurance surveillance plan.

The following FAR provisions and clauses are applicable under this synopsis/solicitation: 52.212.1, 52.212-3, 52.212-4, 52.212-5, and can be downloaded as full text at http://www.acquisition.gov. The Government is seeking offers that provide the best combination of quality and price in order to select the greatest overall benefit or B?best valueB?. Therefore, award may be made to other than the lowest price offered. Technical factors other than cost or price, when combined, are considered significantly more important than cost or price.

Offerors must be registered in the System for Awards Management (SAM) database to do business with the Federal Government and to be considered for award. The database can be accessed at http://www.sam.gov.
