CUSTODIAL JANITORIAL SERVICES-JOSEPH CANYON OVERLO
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8319Q0050 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 561720, Janitorial Services with an associated small business size standard of $18 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The quoter must be registered in the System for Award Management (SAM) website: https://www.sam.gov/.
DESCRIPTION. Contractor shall provide custodial and janitorial services for the Joseph Canyon Outlook Viewpoint in Enterprise Oregon. Location is part of the Nez Perce National Historical Park, National Park Service (NPS).
SCOPE OF WORK. See Attachment 1.

From the town of Enterprise, Oregon, turn north off U.S. Highway 82 onto U.S. Highway 3/First Street. Go 30 miles on U.S. Highway 3 towards Lewiston, Idaho.

PERIOD OF PERFORMANCE (POP). Performance of this contract will begin on estimate date of July 01, 2019 through May 31, 2020 (Base Year), plus four (4) Option Year periods. NOTE: Custodial and Janitorial Services are only scheduled for approximately 5 months a year-See Scope of Work for approximate schedule in Attachment 1.
US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Acct) WAGE DETERMINATIONS. For the purpose of providing a price schedule, see Attachment 2, U.S. Dept of Labor, Wage Determinations, applicable to the awarded contract.
PAYMENT. Payment will be made monthly, when all specified services have been performed and a final inspection has been conducted by the government COR and an adequate invoice has been submitted and accepted.
BASIS FOR AWARD DECISION. NPS will select a quote that represents the best overall value to the government based on past performance and price. The Government may elect to accept other than the lowest-priced quote when the perceived benefits of a higher-priced quote merit the additional costs.
QUESTIONS REGARDING THIS REQUEST FOR QUOTE (RFQ) must be submitted in writing via email (phone or fax questions will not be accepted) 5 days before responses are due. Send email questions to Nadine_Joe@nps.gov and reference the RFQ number in the subject line.
WHAT AND WHEN TO SUBMIT - - CONTENTS OF QUOTE: Examination of Site: Before submitting a quote, each quoter is encouraged to have examined the site to satisfy the existing conditions under which they have pledged to operate or that in any manner might affect the work under this Contract. You may schedule a site visit with the Contracting Officer's Representative, (COR), Trentin Martinez at 208-843-7055; email trentin_martinez@nps.gov should you choose to complete a site visit.
Submit the following to Nadine_Joe@nps.gov by July 01, 2019, 5:00 pm Pacific Standard Time (PS):
1. Complete box 11b (DUNS#, Email Address, Overall Total) and boxes13-16 of the SF-18;
2. Fill in and complete the Price Schedule in paragraph 06 of this document.
3. Acknowledge any amendments issued IF APPLICABLE;
4. Provide to your customers the Past Performance Questionnaire in Attachment 3. Your customers will need to email their completed questionnaire(s) by the response date.
5. Submit either the filled out reps/certs provision 52.212-3 manually or note that you have completed the representations and certifications in SAM.
HOW TO SUBMIT QUOTE: Quotes may be submitted by email or hand-delivered by the response date and time. (Hand delivered & emailed quotes will need to be stamped received before the response date and time.) Telephone or faxed quotes will not be accepted. If submitting by email, email to Nadine_Joe@nps.gov and include the RFQ number 140P8319Q0050 in the subject line of the email. If quote is hand-delivered, the RFQ number must be indicated on the outer envelope as well as contractor's name and address. Hand-delivered quotes may be dropped off at the park headquarters Administration Building at 1008 Crest Drive, Coulee Dam, WA 99116.
