G-Community-Based Outpatient Substance Abuse and Mental Health Services in
Philadelphia, PA

The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services.


The contractors will provide services within a 7 mile radius of Philadelphia City Hall, 1400 John F. Kennedy Blvd. Philadelphia, PA 19107 and will be located within 0.5 miles from a Southeastern Pennsylvania Transportation Authority (SEPTA) bus or subway stop. This requirement will ensure that the vendor is located within walking distance of public transportation and inmates are not subjected to walking long distances in adverse weather. Performance periods under this contract will be for a one year base period to begin on December 1, 2019 with four (4) one-year option renewal periods with services ending (if all options are renewed) on November 30, 2024. The services required for this contract include a Base Year and Option Years One through Four. The following services are required and may be subcontracted to another licensed contractor.

2000 Substance Use Intake (1 per inmate) for 55 inmates = 55 units
2011 Substance Use Assessment & Report (1 per inmate) 55 inmates = 55 units
2010 Individual Counseling (30 minutes = 1 unit) (40 units per inmate) for 55 inmates = 2200 units
2020 Group Counseling (30 minutes = 1 unit) (72 units per inmate) for 55 inmates = 3960 units
2030 Family Counseling (30 minutes=1 unit) (2 units per inmate) for 2 inmates = 4 units
5000 Mental Health Intake (1 per inmate) for 55 inmates = 55 units
5011 Mental Health Assessment & Report (1 per inmate) for 55 inmates = 55 units
5030 Psychiatric Evaluation & Report (1 per inmate) for 55 inmates = 55 units

The services shall be in accordance with the Federal Bureau of Prisons Community Treatment Services (CTS) most recent Statement of Work, dated September 2017. The request for quote will be available on or after June 30, 2019 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 30, 2019.


Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement will be unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
