Synopsis

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL) has a requirement for non-personal services in the areas of signature physics and energy propagation; terrain properties and process; biogeochemical process in earth materials; environmental fate and transport geochemistry; maneuver support and sustainment to include expeditionary support in austere environments; cold regions infrastructure; water resources and geospatial applications; hydrology and hydraulics; technical and grammatical editors; knowledge management; environmental health and occupational safety; campus/city and infrastructure planning and oversight; operations; research and systems analysis (ORSA); engineering/biological/science aids; and program/business/administrative support. ERDC-CRREL intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.


The contractor shall provide services for the development and evaluation of prototype hardware, model fabrication, conduct of field and laboratory evaluations and experimentation, collection of test data and perform data reduction/analysis, assist in developing techniques for system evaluations, and support the conduct of a broad range of research leading to the resolution of both civil and military engineering problems. The contractor shall review R&D work and products, which can include technical reports and papers, plans and specifications, progress reports, and other informal reports and video documentation covering research activities, technical briefings, and the presentation of research findings. Specific task requirements will be defined and incorporated at the Task Order level. Training may be required to allow for familiarization or certification of some data collection equipment used by CRREL.


The CRREL is a Joint Service laboratory conducting research development and technology evaluation on an interdisciplinary basis to solve strategically important problems of the US Army Corps of Engineers, Army, Department of Defense (DoD), and the Nation by advancing and applying science and engineering to complex environments, materials, and processes in all seasons and climates, with unique core competencies related to the Earth's cold regions. CRREL provides innovative products and solutions in support of the warfighter, homeland security, environment, infrastructure, and civil works water resources requirements. CRREL's research staff utilizes a multi-disciplinary approach to solve difficult environmental physics and cold regions engineering problems. Technical areas of research include Signature Physics, Terrain Properties and Processes, Biogeochemical Processes in Earth Materials, Environmental Fate and Transport Geochemistry, Maneuver Support and Sustainment, Cold Regions Infrastructure, Water Resources and Geospatial Applications, and Hydrology and Hydraulics.


Solicitation number W913E519R0501 will be issued as a Request for Proposal (RFP) for non-personal services in accordance with the attached draft Performance Work Statement (PWS) and job descriptions (attachment 1). The PWS and Attachment 1 are still draft documents and the Government retains the right to make changes to any information contained therein.


The associated North American Industry Classification System (NAICS) code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1,000 employees.


CRREL intends for this solicitation to result in multiple awards. The number of awards is not pre-determined. USACE retains the right to award any number of contracts, including a single award, based on the technical proposals received in response to the solicitation. It is anticipated that the resulting contract(s) will be firm-fixed price (FFP) consisting of one (1) base year and four (4) one-year option periods.


This pre-solicitation notice shall not be considered as an invitation for bid, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlements to payment or direct or indirect costs or changes by the Government will arise as a result of contractor submissions of responses to this announcement or the Government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information in their response.


Any interested party that believes they can fulfill this requirement should submit a Statement of Interest to be reviewed. The response shall include:


• CAGE Code/DUNS Number
• Small Business Socio-Economic Status(es)
• Specific disciplines from the scope that your company is capable of fulfilling
• Whether or not your company has a Facility Clearance as accredited by the Defense Security Service (DSS). Contractor personnel must be capable of obtaining and maintaining appropriate security clearances up to the TOP SECRET level.
• Commerciality - Identify whether the services you would potentially provide under this requirement are commercial in nature, as defined by FAR 2.101, ‘commercial items'. Reference the part of the definition to support your determination (i.e. percentage of services that are sold to the general public vs. the Government; market prices).
• Any other information you feel would be pertinent to the Government's Acquisition Strategy.


All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
