Purpose: The purpose of the FBO Pre-Solicitation Notice is to announce that Network Contracting Office (NCO) 15, Healthcare Branch, Leavenworth KS intends to solicit quotes for CRNA services for Kansas City Veterans Medical Center, located on 4801 Linwood Blvd., Kansas City, MO 64128. The Solicitation shall be issued as a Total Small Business Set a-side.
Services Requested: This requirement will be a performance based, non-personal service contract acquisition for a period of performance of one (1) base year and up to four (4) one (1) year options if the Government exercise the options. Rates will be firm fixed price. The contract holder shall provide up to .5 Full Time Equivalent (FTE) (1040 hours) Certified Registered Nurse Anesthetist (CRNA) who has a current, unrestricted licensure in a state, territory or commonwealth of the United States or the District of Columbia. The CRNA is not guaranteed a forty (40) hour work week or an eight (8) hour day. The incumbent contractor is Loyal Source with one contracted employee who is currently providing services for KC VAMC.
The VA anticipates issuing a solicitation for this requirement on or about August 26, 2019 with a closing date for proposals on or about September 25, 2019. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments.
The Solicitation will be published under the NAICS Code is 621399 with a small business size standard of $8M. Based on the Contracting Officers completed Market Research report IAW Far Part 10, the procurement will be solicited as restrictive to Small Businesses Set Aside, giving Veteran preference to SDVOSB and VOSB.
In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (https://sam.gov/SAM/) and Vet Biz information at http://www.vip.vetbiz.gov . To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at https://sam.gov/SAM/. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this synopsis posting. Currently a total set-aside for Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act. If response by Small Business firms proves inadequate and zero quotes received, the acquisition strategy shall change and a new solicitation will be posted either through GSA E-Buy or FBO.
