The U.S. Army Contracting Command (ACC) New Jersey is conducting a Market Survey on behalf of U.S Army Armament Research, Development and Engineering Center for manufacturing capability and Rough Order of Magnitude (ROM) costing.

The U.S. Army Armament Research, Development and Engineering Center (ARDEC) in is currently investigating the sourcing of manufacturing capability and item providers for vehicle components on the Bradley Vehicle Platform, specifically to install the CREW-2 system. The contractor shall be able to develop and implement manufacturing plans and processes in order to acquire and produce required components, subassemblies, and assemblies identified in the provided drawings (and affiliate drawings) as well as implement quality control and assurance processes meeting or exceeding military standards or industry standards. The contractor shall develop sourcing plans in effort to source and provide all requisite items and quantities identified in the Bill of Materials (BOM). The kit includes drawings which the government does not possess ownership, for these particular items, the government will provide the appropriate NSN and original manufacturers contact information for sourcing. The contactor shall be able to contact the appropriate vendors and purchase the parts from these vendors. The contractor shall provide rough order of magnitude (ROM) costing for estimation purposes. ARDEC is seeking reliable, demonstrable, and sustainable sources of components and item vendors to meet the demanding performance requirements and schedules of the DoD. Furthermore, ARDEC is seeking a ROM costing and estimated delivery schedules for the following quantities: one (QTY:1), ten (QTY:10), fifty (QTY:50), and one-hundred (QTY:100).

Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items:

Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain.
7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location).
8. Major partners or suppliers.
9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required) and their qualification to perform this type of work.
10. Provide examples of prior work addressing similar requirements.
11. Identify manufacturing, managing and engineering experience of like systems of equal or greater complexity.
12. Identify lead time, including supplier/design qualification efforts and manufacturing ramp up time, to meet full capability for addressing the requirement.

This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. Offerors are directed to NOT submit proposals at this time.
