PRE-SOLICITATION NOTICE FOR: PROJECT NO: 695-15-115, Correct FCA Sanitary Deficiencies Grounds Phase 1 at the Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee, Wisconsin 53295. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small Business
Work includes general construction, alterations, roads, walks, grading, drainage, sanitary sewer replacement, cured-in-place piping, bypass pumping, utility work, and necessary removal of existing structures and construction and certain other items to facilitate the construction of the sanitary sewer rehabilitation project. Market Research was conducted to determine the appropriate method of procurement for this project.
The project will correct FCA Deficiency 96337 to replace the original sanitary mains on the campus sanitary system. This project will replace existing, many original to the campus (over 100 years old), sanitary lines on the campus sanitary system. This pipe is rated a D in the FCA data base and exceeds the 50-year useful life. The project includes excavating to expose the pipe, removal and replacement of the pipe and restoration of the site to its original area. Some of this work is in the historic district and other work will require road and sidewalk replacement after the new pipe is installed.
The solicitation, specifications and drawings will be posted on FedBizOps. There will be a pre-bid site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site conference will be included in the solicitation package.
The solicitation for this project will be issued on/or about 3 October 2017 with the bid opening on/about 3 November 2017. The bidder is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation.
The project magnitude range is between $2,000,000.00 - $5,000,000.00
The North American Industry Classification Code (NAICS) for this procurement is 237110 (Water and Sewer Line and Related Structures Construction); size standard $36.5 Million applies.
In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database.
This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The VA plans to issue the official solicitation VA69D-17-B-1632 on or about 3 October 2017. The solicitation will be posted to https://www.fbo.gov .
