CONTENT DELIVERY NETWORK SERVICES
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED.
National Oceanic and Atmospheric Administration (NOAA) Eastern Acquisition Division (EAD), Norfolk, VA is soliciting quotes on behalf of the National Weather Service (NWS) Office of Operational Systems (OOS), NWS Internet Dissemination System (NIDS) for the services of Content Delivery Network Services. The contractor shall provide Content Delivery Network Services in accordance with the attached solicitation.
This Open Market acquisition is 100% set-aside for Small Business. The North American Industry Classification System (NAICS) code for this acquisition is 541519 with a size standard of $25,500,000.00.
NOAA anticipates one (1) contract award as a result of this solicitation. The solicitation and proposed fixed price contract will be issued utilizing FAR Part 12 - Commercial Items and the test procedures identified in FAR Subpart 13.5 Test Program For Certain Commercial Items and will be evaluated on a Best Value basis wherein the following non-price factors (Factors 1 and 2) listed in descending order of importance, when combined are equal to price (factor3): Factor 1 Experience, Factor 2 Past Performance, Factor 3 Price.

To be eligible for award, vendors must be registered with System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/##11 and obtain and DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required SAM registration.
