The Commodity Futures Trading Commission (CFTC) intends to award a sole source Commercial Item purchase order to Google Adwords. Google will send Consumer Outreach messages on behalf of the agency to promote anti-fraud. Market analysis has revealed that the CFTC will be able to reach a great percentage of unique identified targeted consumer audience by utilizing this particular vendor for the messages, in pursuit of specific provisions outlined in the Dodd-Frank Act. The text messages are aimed at educating and empowering consumers to make better financial decisions. The messages will be sent to Google users, including subscribers and users who receive emails, newsletters, and other communications from the Google website. This notice of intent is not a request for competitive proposals and no solicitation is available. The anticipated period of performance of the sole source Commercial Item purchase order is 6 months.
