The Commodity Futures Trading Commission (CFTC) intends to place Consumer Outreach online advertisements with the following vendors, on a sole source basis - Kiplinger.com, USAToday.com, AARP.org, WSJ.com (Wall Street Journal), Investorwords.com, Investorguide.com, Investopedia.com, Bankrate.com. Market analysis has revealed that the CFTC will be able to reach a great percentage of a unique identified targeted consumer audience by advertising on the selected sites, in pursuit of complying with specific provisions outlined in the Dodd-Frank Act. The identified sites aim to educate and empower consumers to make better financial decisions. The CTFC can reach a large number of unique users and registered users on these sites. These users include subscribers and users who receive emails, newsletters, and other communications from the sites. Advertising on these sites will provide the CTFC with the opportunity to communicate its anti-fraud message to consumers within contextually relevant information, which CFTC research has demonstrated is important to the target audience. This notice of intent is not a request for competitive proposals and no solicitation is available. Each vendor cited will be awarded a Commercial Item purchase order for an anticipated period of 6 months.
