CONSULTANT SERVICES FOR THE TRANSFORMATION OF THE PROCUREMENT FUNCTIONS
The Department is seeking a qualified Vendor to serve as a partner in transforming procurement, including but not limited to
its organization, policies, practices, procedures, staffing, training and technology. Vendors are encouraged to present proposals that
reflect their best approaches for achieving this transformation for the State and to explain how they will be accomplished.
Participation in the procurement transformation will be mandatory for all government agencies and institutions subject to the
procurement laws described in N.C. Gen. Stat. §143, and administered by the Department of Administration, and N.C. Gen. Stat.
§147 administered by the Office of Information Technology Services (ITS). This excludes the General Assembly and the Judicial
System. At this time, the University System will be included only for data integration purposes.
Offerors are asked to review best practices and their own prior experiences to recommend how to achieve the above objectives
based on the public-private partnership envisioned in this RFP.
