CONSTRUCTION AND DEMOLITION WASTE DISPOSAL SERVCE, KALAUPAPA NATIONAL HISTORICAL PARK, MOLOKAI, HAWAII
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number P17PS01018 is issued as a Request for Proposal (RFP), for construction and demolition waste disposal services, Kalaupapa National Historical Park, Molokai, Hawaii.

This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-94 and 95 through January 19, 2017. This acquisition is a 100% small business set aside, using NAICS 562119, Other Waste Collection, size standard $38.50 million.

The Contractor shall provide all labor, materials, equipment, supplies, supervision, permits, licensing and insurance required to accomplish construction and demolition waste disposal services, including final disposition in accordance with this Performance of Work statement, the solicitation and resultant contract. Work to be performed at: Kalaupapa National Historical Park, Molokai, Hawaii and Young Brothers Pier 39/40 Oahu, Hawaii.

The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.237-1 Site Visit, FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-55. This acquisition will be awarded using evaluation process in accordance with 13.106-2(b)(4)(ii). Award will be made based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional costs. A site visit will be held on Wednesday, May 10 at 0930. Access is limited and all visitors must be sponsored in order to attend the site visit. Contact John O'Dell at john_odell@nps.gov or 808-541-2693 ext 740 no later than Wednesday, May 3, 2017, 1400 HT to attend the site visit.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
