NOTICE: 100% SET-ASIDE SMALL BUSINESS PROCUREMENT PROGRAM IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS PART 19.

Project Name: Construct Sitka NHP BPR Maintenance Shed, Project # 175927A, located in Sitka, Alaska. This announcement is in reference to Solicitation Number P17PS01437. The U.S. Department of the Interior, National Park Service Alaska Regional Office intends to solicit quotations from qualified Small Business firms for a firm-fixed price construction contract to furnish all labor, permits, materials, equipment, tools, and supervision necessary to perform all operations required for the successful completion of the project.

Work is to be performed at Sitka National Historical Park in Sitka, Alaska. While the town of Sitka does have a road system, it is on an Island that has no road access from a major highway, and is only accessible via air or commercial barge service. Sitka is on the Pacific Ocean, located in a temperate rainforest.

The project location is on a parcel at the end of Metlakatla Street in a wooded area beyond the Park Visitor Center. This project will occur on National Park Service owned property surrounded by municipal rights-of-way; coordination with Federal and local government may be required. Effort must be taken to limit any conflict between construction, the City and Borough of Sitka, and local residents.
The work consists of, but is not limited to, the general design and construction of a 30'x40'x20'-10' eave height pre-engineered metal maintenance shed building with R19 wall insulation and R40 roof insulation. It includes: site grading; building insulation; reinforced concrete foundation (designed at Constructor's cost by a Structural Engineer licensed in Alaska); reinforced concrete slab-on-grade floor; overhead and entry doors; and electrical meter base, service breaker, load center and lighting system. Electrical power will be transmitted through underground cables with temporary service provided approximately 15 feet from the proposed shed.

The Government award will be based on "Lowest Price Technically Acceptable".

The North American Industry Classification System (NAICS) Code for this project is 236210, and the small business size standard is $36.5 million US dollars. Contractors must be registered in the System for Award Management (SAM) as a small business for this solicitationB?s NAICS code. Offerors not listed as a small business for the appropriate NAICS may be deemed ineligible for further consideration for award. Offerors are required to have a DUNS number and an active registration in SAM (www.sam.gov) at time of award in order to conduct business with the Federal Government.

In accordance with FAR Subpart 36.204, the contract magnitude is: between $100,000 and $250,000.

Time for proposed contract completion is approximately 60 calendar days.

The solicitation and attachments will be posted electronically on or about July 28, 2017 at the following website: Federal Business Opportunities (www.fbo.gov). All amendments will also be posted to this website. Responses will be due approximately 14-21 days following the date of the posting of the solicitation unless extended. The entire solicitation package with all attached documents will be available in Microsoft Word, HTML, and/or Adobe PDF. Paper copies of this solicitation will not be made available. This synopsis/pre-solicitation announcement is not a solicitation document, but a pre-notice of the upcoming solicitation. Specific instructions on submitting your quotes will be contained in the solicitation documents to be issued on or after the date listed above.
