The Department of Veterans Affairs is seeking prime contractor construction services to furnish all labor, materials, tools, equipment, and supervision for project no. 581-15-103 Construct Secondary Access Roads at the VA Medical Center, Huntington, WV 25704 in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Work includes, but is not limited to, all required permits and registrations, environmental protection measures, registered surveying of land, clearing and grubbing of trees and vegetation, cut and fill of earth by excavation and moving dirt, compaction of soil, testing laboratory services, trench and ditch-line work to address proper water runoff, base and asphalt and striping, guardrail work, electrical street lights and signage, and certain other work detailed in plans and specifications. Estimated construction cost range is between $1,000,000.00 and $5,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $36.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and www.sam.gov/portal/public/SAM/ to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit bids/offers. SDVOSB firms that submit bids/offers for SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on or about September 28, 2017 @ 10:00 a.m. local time at the VA Medical Center, 1540 Spring Valley Dr, Huntington, WV 25704, Building 8, Steven D. Elrod Conference Room. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor s pass. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: laura.tawzer@va.gov). The deadline for questions pertaining to the solicitation will be on or about October 12, 2017 @ 1:00 p.m. local time. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about September 20, 2017. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. Bid opening date will be on or about October 26, 2017 @ 1:00 p.m. local time. This procurement is subject to availability of funds.
