Construction of a new 8,000 S.F. library to replace the existing library structure that is in one of Ft. Irwin's temporary structures. The facility shall include a reception center/customer service desk, reading and stack areas, multi-purpose room, computer stations, children area, men and women restrooms, mechanical, janitorial closet, storage areas, office, space for managers, and break room with a unisex toilet for employees. Supporting facilities shall include water, sanitary sewer, electrical service, information service, and telephone and internet access. Site development will include grading, storm water control, parking area with concrete curbs and gutters, concrete sidewalks, and landscaping. Demolition of the existing 7,582 S.F. temporary facility. Air conditioning for the new facility (30 tons)


The estimated magnitude of construction is $5,000,000.00 - $10,000,000.00

Period of performance is 365 calendar days.

The solicitation will be issued under Full & Open Competition without Exclusion of Sources.


Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00. If the bidder is a large business, the firm will be required to submit a sub-contracting plan at the request of the Contracting Officer subsequent to bid opening


Bidders are advised that this project may be delayed, cancelled or revised at any time during solicitation, evaluation, and/or final award process.


The solicitation will be available on/or about LATE NOVEMBER 2019.


Plans and Specifications will not be provided in hard paper copy. The solicitation and all amendments for this solicitation will be posted at fbo.gov for downloading.
