The John L. McClellan VAMC (JLMVAMC) in Little Rock, AR and The Eugene J. Towbin Healthcare Center (CAVHS) in North Little Rock, AR, has a requirement titled "Replace Nurse Call System for John L. McClellan VAMC and Eugene J. Towbin Healthcare Center for project number 598-19-114, per issue for construction Drawings and Specifications.

This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). At least 15 percent of the cost of the contract performance incurred for personnel shall be spent on the concern's employees or the employees of other eligible SDVOSB concerns. Additionally, this acquisition will be awarded in accordance with FAR Part 15.101-1 Performance/Price Tradeoff source selection process. The evaluation factors and significant sub factors that establish acceptability will be set forth in the solicitation.

A Firm-Fixed Price construction contract award is anticipated. Contractor shall furnish all supervision, labor, material, tools, and equipment to removal, replacement and installation of a new Nurse Call and Code Blue Systems to act as the primary patient-to-staff communications and notification system for VAMC facilities in located North Little Rock and Little Rock, Arkansas. Work shall also include specialized construction for demolition, structural, architectural, mechanical, electrical, plumbing, communications, fire protection, and interior finishes work as required by drawings and specifications. The period of performance will be 360 calendar days from the Notice to Proceed.

The magnitude of construction is between $2,000,000 and $5,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $36.5 million. Offerors shall be registered with the NAICS code assigned to this acquisition, failure to do so constitutes non-responsiveness.

Solicitation documents, including specifications and drawings, will be available electronically on or about Aug 1, 2019, on this website. Hard copies will not be mailed. The solicitation will be issued as a Request for Proposals (RFP). Interested parties are strongly encouraged to register on fbo.gov to receive notification of actions including posting of the solicitation and any amendments. Additionally, offerors are advised to check the site frequently as they are responsible for obtaining amendments to the solicitation notice.
A 90-day proposal acceptance period will be required. A Bid bond shall be submitted with the proposal in order to be deemed responsive and responsible. Performance and Payment bonds will be required from the contractor receiving award. Check Solicitation for official dates and locations. .
Interested contractors shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to the solicitation due date. Vendors who fail to register shall not be considered for award, no exceptions.
