Objectives
This solicitation is to provide the University with a
comprehensive serials subscription service provider (periodicals, newspapers and
serials) supporting the University for use in research and teaching. The Librarys goal is
to switch to electronic-only subscriptions, where feasible. If this format is not available
(based on the definition of electronic-only format in this RFP and based on license
agreements between the Publisher and the University), the second format of choice will
be print & electronic format. If this is not viable, then the subscription format will remain
as print-only.
2.2 Scope
The Successful Vendor is to serve as an authorized Subscription Agent for the Library.
The subscription service provided by the Successful Vendor shall include current
domestic and foreign general, technical, scientific, legal and medical periodicals
available to the trade in all formats (e.g., print-only, print & electronic, electronic-only,
etc.).
Currently, the Librarys subscriptions are ordered through a variety of Serials Vendors,
as well as, directly from Publishers. Beginning with the Initial Term of the award, the
Library is migrating to electronic format only (for those subscriptions not yet in electroniconly
format) where that option is available; and as long as it fulfills the definition in this
document. In addition, if any contract is associated with the electronic-only format, the
contract must be agreed upon between the University and the Publisher before any
subscription(s) can be ordered or renewed in electronic-only format.
The Library expects the transition to begin July 1, 2010, or when the contract is
awarded, in order to provide an efficient transfer of subscriptions that have a
renewal/start date on or after July 1, 2010.
