This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiner System (AFMES) to negotiate on a sole source bases IAW FAR 13.106 with Roche of 9115 Hague Road, Indianapolis, IN 46256. Roche is the only source that can provide a COBAS c311 that uses ultrasonic mixing technology. The authority cited for this procurement is under 13.106-1(b)(1)(i): Only one source reasonably available.

AFMES requires an Analyzer with the capabilities to measure drugs of abuse, glucose, creatinine, urea/BUN; must have a minimum of fifteen (15) open channels with the ability to use third party vendor reagents and be WIN10 compliant. Roche is the only vendor that can provide the COBAS c311 that uses ultrasonic mixing technology rather than the mixing bars used by other vendors. Utilizing the non-contact ultrasonic technology minimizes potential carryover and contamination between samples, which is essential to the mission of AFMES. The COBAS c311 is the only analyzer that has these characteristics. In addition, the COBAS c311 Analyzer provides additional sample capacity which is important in maintaining the ability to test large sample submissions from laboratories across the DoD, while at the same time maintaining existing case work turnaround times (TAT). The COBAS c311 uses less reagent volume and requires less water consumption during operation (12L/hr versus 20 L/hr). These features will reduce operating costs through use of fewer consumables. Furthermore, the COBAS c311 analyzer uses replaceable plastic cuvettes rather than the permanent glasses cuvettes used by the other analyzers, which facilitates maintenance and repairs.


This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a small business Size Standard of 1,000 employees.


This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


Based on the information above the only technically acceptable solution is provided by Siemens Medical Solutions USA, Inc.
