Unique qualifications of the Contractor or nature of the action: Brand name; Ortho-Clinical Diagnostics is the manufacturer of an integrated chemistry-immunoassay testing analyzers, Vitros series 5600 which is in use.  The Vitros includes Micro-slide technology which allows it to operate independent of water supply and drainage and provides results with 95 percent reportable result efficiency.  The laboratory requires an analyzer with no, or minimal, liquid waste.  Since the existing laboratory would not allow changes to the facility infrastructure (i.e. plumbing) beyond minor electrical work or relocation of the laboratory function.  A system requiring water requires additional space for unit placement, hard plumbing to facility water sources and to the analyzer, and adds additional man hours to the department for maintenance and decontamination procedures.  The Vitros implements the same technology that technicians would utilize in a deployed environment so having it here would assist with annual readiness training requirements.  By having the same analyzers the facilities can support each other with emergency transfers of supplies in the following cases: contingency operations, reagent lot issues requiring new lots (ordering supplies from vendors takes a minimum of 24 hrs which can stop patient care throughout the Medical Group) in the event of storage failures that cause reagents to fall out of acceptable ranges.  Having the same analyzer allows all sites to send testing to each other in the event of a complete analyzer failure while maintaining the same sample type and reference ranges.  Utilizing different values and/or ranges creates a patient safety issue.  Furthermore, the use of the same technologies allows for critical quality control and calibration peer review when troubleshooting out-of-range results.  Our location and time difference with the U.S. does not allow for quick contacts with other labs sharing the same products to assist in that troubleshooting, which can eliminate the need for technical service.    


Requirement:   The contractor shall provide one (1) fully automated random access chemistry analyzer, capable of performing the chemistry and immunoassay tests listed in Table A1 with a minimum throughput of 150 tests per hour, all sample and calibrator dilutions must be performed automatically. The contractor shall provide all training, supplies, reagents, unscheduled maintenance, and preventive maintenance for the equipment. 

All costs will be calculated on reagent rental basis based on the number of patients listed for each Mandatory Test or Desired Test listed in Table A1. Costs shall be amortized over the total number of tests described in this requirement and factored into the cost per reportable or patient billable.
