CITY SUSTAINABILITY PLAN
The City seeks a consultant to assist with the development and adoption of a Sustainability Plan that has two distinct components: a community plan that meets the requirements of a Climate Action Plan as described in greater detail on page 5; and an internal city government plan that provides the City with measurable, accountable strategies for improving sustainability and decreasing greenhouse gas (GHG) emissions. The Sustainability Plan will:
Use existing GHG emissions inventories and facilitate the creation of new inventories to assess the City’s baseline (2005) and projected future (2020) emissions under a “business as usual” scenario for both the community and city government; Set an emission reduction target or targets and explain the basis for the target(s); Use GHG inventories, facility audits, and City of Napa recommendations to propose measureable action items that will allow the City to meet the target(s); Provide templates and a methodology for regular monitoring and reporting out of the Sustainability Plan; and Provide technical appendices supporting the assumptions and methodologies utilized.
