CH-53K Air Data Accessories Kit

The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for a quantity of two (2) Air Data Accessories Kit Model, P/N ADA53K-612. This piece of Peculiar Support Equipment (PSE) is needed to perform maintenance on the CH-53K Aircraft and is integral for the full complement of support equipment needed for initial outfitting of the CH-53K. This requirement is in support of PMA-261 and the CH-53K Program.

The Government intends to issue a contract action on a limited competition basis to Nav-Aids Ltd. (CAGE: 38002) of Saint-Laurent, QC, Canada and their authorized distributors: Sikorsky Aircraft Corporation (CAGE: 78286) of Stratford, CT; Aero Express, Inc. (CAGE: 0Y2T0) of Lees Summit, MO; Dallas Avionics, Inc. (CAGE: 3T899) of Dallas, TX; Barfield, Inc. (CAGE: 21844) of Miami, FL; Edmo Distributors, Incorporated (CAGE: 0Z3C6) of Spokane, WA; General Electric International, Inc. (CAGE: 2H285 of Cincinnati, OH; and DAC International, Inc. (CAGE: 0JHC9) of Austin, TX for the required PSE. The PSE was designed and developed for use on the H-53K aircraft to perform Organizational Level Maintenance on the H-53K Helicopter. These items are unique to the H-53K Aircraft due to specific engineering details. Nav-Aids Ltd. was contracted by Sikorsky, the H-53K Original Equipment Manufacturer (OEM) to design and develop the PSE to fulfill maintenance requirements. Nav-Aids Ltd. is the OEM for this piece of PSE and holds full proprietary data and drawings rights. Nav-Aids Ltd. has six (6) confirmed authorized distributors for this product. The Government does not have data or drawings rights to promote full and open competition. Sources for this item are limited to the OEM and authorized distributors as this item has been identified as being able to meet the Navy's requirements and has been procured under the System Demonstration Testing Article contract. Introducing a newly fielded item would result in redundant logistics and engineering costs that the Government does not anticipate being able to recoup.

This notice of intent is not a request for competitive propoCVCsals or equipment. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this combined solicitation/synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.

This solicitation is issued as a limited competition between Nav-Aids Ltd. and their authorized distributors in support of PMA-261 and the CH-53K Program. The resultant contract will be a Fixed-Price type contract.

The submission date for the original proposal shall be no later than 20 September 2019 at 12:00 PM EST. Offerors shall submit proposal packages in accordance with the attached solicitation and Contract Data Requirements List (CDRLs) via email to the contract specialist at Sydney.kacek1@navy.mil.
