CHARGE COUPLED DEVICE IMAGING SENSORS

NASA/MSFC has a requirement for Charge Coupled Device (CCD) Imaging Sensors, #CCD230-42.
NASA/MSFC intends to purchase these Imaging Sensors from E2V Aerospace and Defense, Inc.on a sole source basis.
Competition is impractical for the following reasons:
1. Only E2V CCD Imaging Sensors are compatible with the existing camera electronics design that will be the basis for the new camera into which these CCD's will be integrated.
2. Sounding rocket mission budgets are insufficient to fund an Imaging Sensor development effort in addition to the experiment development.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Denece A. Norris(ARCS) by email, denece.a.norris@nasas.gov or fax (256)961-9604 no later than 4:30 p.m. CDT on November 25, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
