DLA Troop Support, Philadelphia, PA is conducting a market investigation to identify domestic manufacturers or suppliers as potential sources of various religious Chaplain Kits and their component items. The Chaplain Kits and their various component items enable the free exercise of religion across the Department of Defense by assisting Religious Affairs personnel in providing pastoral care and morale support to the Warfighter. A list of the items and the Annual Estimated Quantities (AEQ) follows:

No samples are requested. Any provided samples are at no cost to the Government and will not be returned to the Vendor. The following information shall be included in the written response:

Company address, telephone number, primary contact(s) with email addresses



Business size (i.e., small/large/HUB Zone), with Cage/DUNS numbers

Describe past experience in the manufacturing or supply of high quality, religious  items. Show past experience in the making, stocking and on order shipping of religious items.

 
Outline all assumptions, including any assumed/required Government support.


Government furnished material or property will only be provided for the Accessory  Field First Aid Kit (8465-00-935-6814).


Describe suitable materials, Berry Amendment compliant sources of supply for said items, and projected lead times per item.


Describe you capabilities to rapidly modify your patterns/design to accommodate Government directed design changes and/or to integrate a new pattern/design for any item described.


Designate which items you would manufacture and which you would subcontract. Describe you and/or your subcontractor's manufacturing capabilities in detail including equipment, facilities, and quality management systems.


Describe your role in the proposed subcontracts


Make, stock, and ship on order inventory based on the Annual Estimated Quantities (AEQ) or at a minimum 15% of the AEQ dollar value for up to five years.


The findings from this Market Research effort may influence future solicitations related to this requirement. This Market Research is not a solicitation and the Government is not requesting proposals at this time. This is a Market Survey for planning purposes only. The information received may be used for developing acquisition strategy and refining operational requirements.

Capability Statement, including attachments, which are not submitted in MS WORD and/or MS EXCEL or PDF format, will be rejected. Replies must address all of the information requested above for all Chaplain Kits and their various components items.

No telephonic or fax submissions will be honored. All product information shall be submitted at no cost or obligation to the Government. Interested parties shall respond no later than 3:00 pm EST on May 21, 2019.
