COMBINED SYNOPSIS SOLICITATION NOTICE
CGC ACTIVE (WMEC-628) FY14 EMERGENCY DRYDOCK REPAIRS
The United States Coast Guard Surface Forces Logistics Center, Norfolk, VA intends to issue a Commercial Request for Quotation (RFQ) for the Emergency Drydock Repairs to USCGC ACTIVE (WMEC-618), a 210 Foot "A Class" Medium Endurance Cutter. The NAICS Code is 336611.
The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement will be issues as a 100% Total Small Business set-side. The solicitation will be issued electronically via the Federal Business Opportunities (FEDBIZOPPS) web page at http://www.fbo.gov. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued.
This commercial item requirement is set-aside for 100% Small Business Concern and will be evaluated where Past Performance is more important than Price. The home pier of the vessel is located at USCG Group Port Angeles, Ediz Hook, Port Angeles, WA 98362. The period of performance is fourteen (14) calendar days scheduled to begin on or about July 23, 2014 and end on or about August 6, 2014.
Work to be performed at contractor's facility.
Geographic Restriction applies to this solicitation: The cutter is restricted to transit via Strait of Juan de Fuca and Puget Sound (250 nautical miles).
The contractor shall provide all labor, material and equipment necessary for drydock repairs to the USCGC ACTIVE (WMEC-618). The scope of the acquisition is for the overhauling, cleaning, repairing, testing, and inspecting of various items aboard the USCGC ACTIVE (WMEC-618). This work will include, but is not limited to:
WORK ITEM 1: Hull and Structural Plating, Repair
WORK ITEM 2: Tanks (MP Fuel Storage, Lube Oil, Dirty Oil and Overflow), Clean and Inspect
WORK ITEM 3: Stern Tubes, Repair
WORK ITEM 4: Propulsion Shafting, Strain Gage Alignment, Inspect
WORK ITEM 5: Drydocking
WORK ITEM 6: Temporary Services, Provide - Cutter
