This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Rhinestahl CTS, 7687 Innovation Way, Mason OH, 45040, for the procurement of aircraft engine tooling for the CFM56-7 engine for the P-8A Poseidon Program. This will include the procurement of materials and services as required to manufacture, assemble, and deliver various CFM56-7 Engine Tooling PSE.

Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Rhinestahl as this company is considered the only responsible source capable to provide the required PSE. The Government does not possess the critical engine and/or tooling design information and technical data packages to determine if tools with similar nomenclature would be able to perform as required.


THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
