MARKET SURVEY CAPABILITY ASSESSMENT FOR CESSNA CE-208 AIRCRAFT SYSTEMS TRAINING.

This market survey is issued to identify sources that may provide Level I Aircraft Systems Training on the Cessna CE-208 for Airworthiness (Maintenance / Avionics) Inspectors employed by the Federal Aviation Administration (FAA) in accordance with the attached Performance Work Statement (PWS).

The contractor shall provide Level 1 commercial off the shelf (COTS) Cessna CE-208 Aircraft Systems Training IAW ATA 104 Specifications to provide inspectors a brief overview of the airframe, systems and powerplant as outlined in the aircraft maintenance manual.

FAA formal training consists of training courses with agency level course numbers that will be officially recorded in the employeebs personnel records. The contractor will be required to provide Level I Aircraft Systems Maintenance Training on the Cessna CE-208 in accordance with ATA 104 Specifications. The contractor may provide this training through their standard course offered to the public with non-FAA customers or other Government agencies. The course length shall provide approximately 40 hours of instruction.

The resulting procurement vehicle will be awarded as a Base Year with four (4) one-year option periods to include a pricing arrangement on a per student basis with approximately ten (10) students for the Base and First Option Year and two (2) student per year for the remainder out years.

In order to make the determination, the FAA requires the following from interested vendors in
accordance with the attached Performance Work Statement:

1. Capability Statement b This document should identify:
b" Type of training provided by your firm for each aircraft
b" Size and type of training provided by previous contracts (provide detailed information and past performance)
b" Number of years in business
2. Geographic area where training will be provided;
3. Expected approach b Respondents must provide their strategy for accomplishing this work.


The principle North American Industry Classification System (NAICS) code for this effort is 611519 Other Technical and Trade Schools, with a size standard of $15 million.

The responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposals of any kind nor is the FAA seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendorbs expense.

At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBAbs 8(a) Program.

Businesses, Service-Disabled Veteran-Owned Small Businesses, 8(a) Certified Firms, and all other business types and sized, that are interested in and capable of providing the specified course instruction for the Cessna CE-208 Aircraft Systems Training in accordance with the attached Performance Work Statement.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms.

If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.
