This pre-solicitation notice is prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. NAVSUP FLC San Diego intends to acquire a wide-range of administration, instructional design, graphic design, new technologies review and analysis, multimedia development, audio production, video production, programmatic communications, courseware authoring expertise, data analytics, application programming, and technology knowledge in support of the activities of Naval Postgraduate Schoolbs (NPS) Center for Educational Design, Development, and Distribution (CED3) and NPSb online and distributed based learning initiatives. Contractor will provide required services to support the activities of CED3 and to carry out the current NPS online and Distance Learning (DL) mission of providing global access to education in unclassified environments.
Currently there are approximately 1200 students enrolled in NPSb distance learning programs and NPS has the physical infrastructure to support 4000 DL students. Work will be accomplished at Naval Postgraduate School, Monterey, CA, at San Diego, CA and Norfolk, VA Outreach offices, and at any additional Outreach offices that may be required during the period of performance (POP).

It is the Governmentbs intent to process this procurement through full and open competition after exclusions of sources using a total small business set-aside in accordance with FAR Part 15 to ultimately award a single cost plus fixed fee indefinite-delivery, indefinite-quantity contract where cost plus fixed fee and firm fixed price task orders may be issued for one base year and four one-year option periods for a total Period of Performance of five years.

Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 6 April 2017. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC San Diego. The closing date for the receipt of offers will be set forth in the RFP. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting a proposal, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
