This is a SOURCES SOUGHT Notice in accordance with FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. Any responses received will be used for market analysis in determining the availability of potential businesses and may be used to determine the eventual acquisition strategy. Any information submitted by respondents to this synopsis is strictly voluntary. This sources sought notice does not constitute a Request for Proposals (RFP) or a request for sealed Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Tenant Division, Facilities Branch is conducting this sources sought market survey to find potential sources for a single award purchase order service contract at Aberdeen Proving Ground, Maryland under NAICS code 511110 and the Business Size Standard is 1000. All qualified small businesses must be registered under the Dynamic Small Business Search Engine located at http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm. Telephone inquiries will not be accepted or acknowledge, and no feedback or evaluations will be provided to companies regarding their submissions.
ACC is specifically seeking sources to support a no cost purchase order in the support of the US Army Garrison, Public Affairs Office (PAO), for the publication and distribution of a Civilian Enterprise (CE) Post Newspaper APG NEWS, for Aberdeen Proving Grounds. All proceeds from the sale of advertisements shall belong to the publisher, who shall look exclusively to such advertising for all publishing costs and profits, and shall constitute consideration. The intended no-cost purchase order shall be for a base one (1) year period and provides for four (4) additional one (1) year option periods, for a total not to exceed 5 years. The contractor must be able to support all technical, operational requirement in the process of printing and distributing a newspaper.
The purpose of this Market Research is to identify sources that can perform the required services throughout the Aberdeen Proving Ground Installation. The Contractor, as an independent agent and not as agent of the government, shall provide all labor, services, materials and supplies, perform all labor and insurance required for the performance of printing and distribution services in support of the various U.S. Army Garrison APG's Public Affairs Office. See attached draft Scope of Work for additional details.
The contractor must be able to support all technical, operational, safety, interoperability, and security requirements. Company must be registered with System for Award Management (SAM).
