The Naval Air Systems Command (NAVAIR) intends to issue a new Basic Ordering Agreement (BOA) for Common Data Link Hawklink systems on an other than full and open competition basis to L3 Technologies, Inc., Salt Lake City, UT. This effort is for the procurement of sustainment planning, hardware upgrades and software updates, including Recurring and Non-Recurring Engineering, Integrated Logistics Support (ILS), Repair of Repairables, Peculiar Ground Support Equipment (PGSE), various trade studies, engineering analyses and Engineering Investigations (EIs), sustainment cost reductions, safety improvements, production support and Foreign Military Sales (FMS) support. The projected period of performance is anticipated to be for five (5) years. This requirement will be procured in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." L3 is the only known source with the software and technical data required to perform this effort.

Note: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and submit a capability statement, which will be considered by the agency. The capability statement must include your approach to accomplish this effort for the H-60 helicopter. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
