The Centers for Disease Control and Prevention, Office of Safety, Security, and Asset Management (OSSAM)/Security Services Office (SSO), 1600 Clifton Rd. NE, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract in accordance with FAR 16.505(b)(2)(i)(B) to Deloitte Consulting, LLP, 1725 Duke Street, Alexandria, VA 22314 to acquire identity and access management subject matter expertise and cyber risk services.

The statutory authority permitting other than full and open competition is FAR 16.505(b)(2)(i)(B), "Only one source is capable of providing the supplies or services required. OSSAM's requirement for an exception to fair opportunity under the CDC's CIMS Contract Vehicle relates to the Intrusion, Detections, and Assessment System (IDAS) used throughout CDC and its facilities. The IDAS is interfaced with the agency's Smart Card Management System (SCMS) and is utilized to generate and provide life cycle management of Smartcard based PIV Credentials. Deloitte is under contract with the Department of Healt and Human Services (HHS) to manage the SCMS system for the entire Department. HHS selected Deloitte as the SCMS managed service provider in 2007 and 2012 following competitive BPA procedures. It is a mandartory requirement under the Homeland Securty Presidential Directive 12 (HSPD-12) that agencies utilize controlled access systems such as the SCMS within IDAS. In order to successfully implement its SCMS, CDC requires the subject matter expertise provdied by Deloitte as well as the services and information developed by Deloitte under its BPAs with HHS. It would be inefficient for CDC to contract with an alternative vendor to acquire the same or similar services, since the informaton necessary to integrate the CDC SCMS with HHS systems is proprietary to Deloitte.


Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 10 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.


If no affirmative responses are received within 10 days, negotiations will be conducted with Deloitte Consulting, LLP, as the only source and a contract will be issued without any additional notices being posted.
