This is a sources sought announcement, a market survey for written information only.  This is not a solicitation announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information requests.

The Customs and Border Protection (CBP), Office of Facilities Management and Engineering Directorate (FM&E) is responsible for the coordination of all real property management functions within CBP, in addition to all aspects of financial management and budgeting, logistical support, building management services, investment planning, and life cycle management of real property.


CBP is conducting market research to assess contractors' abilities to perform projects related to construction, renovation, and alteration or repair of buildings, structures, or real property, with limited design incidental to the task orders spanning the entire United States at Border Patrol stations and checkpoints, and Air & Marine Operations marinas and hangars.  Some locations are very remote.  Typical task orders include a wide range of work divisions and may include multiple divisions (see list below).  Most task orders may range in value from $2,000 to $1,000,000 with some task orders being upwards of $5,000,000.

            $2,000-$199,999: 87%


            $200,000-$999,999: 10%


            $1,000,000+: 3%


The attached list of typical projects is a current snapshot. Project types are fluid and this is a representative sampling of typical task order types.  This list is a combined list of current Eastern and Western Corridor projects.


Overall contract amount could be up to $450,000,000 over 5 years.


Depending on the award structure, task orders may be competed.  Task orders would be firm fixed-price.


General Scope of Work


Contractor shall provide all supervision, labor, supplies, materials, tools, equipment, transportation, and incidental costs to perform all work as detailed in each task order's Statement of Work.  Typical tasks will include, but are not limited to the following (CSI Master Spec Division in parenthesis):

•·       General Construction (multiple trades/multiple divisions)

•·       Demolition (02)

•·       Roofing (repair and replace) (07)

•·       Repair/seal exterior walls (07)

•·       Window/door replacements and improvements (08)

•·       Exterior Painting (09)

•·       Interior Finishes/Remodeling (flooring, wall repair, painting, tile) (09)

•·       Special Construction (physical security, wall hardening, etc.) (13)

•·       Fire Protection/Sprinkler Systems (21)

•·       Plumbing (22)

•·       HVAC (rooftop units, split systems, VAVs, heating coils, ductwork, boilers, chillers, cooling towers, etc.) (23)

•·       Fuel systems (fueling stations, pumps, etc.) (23)

•·       Fuel storage tanks (USTs, ASTs) (23)

•·       Electrical (generators, transformers, transfer switches, UPSs, electrical panels, wiring, etc.) (26)

•·       Communications (LAN, networking, data, phones, etc.) (27)

•·       Physical Access Control Systems (28) (when integrating with other divisions of work)

•·       Fire Alarm Systems (28) (when integrating with other divisions of work)

•·       Earthwork (grading, drainage, etc.) (31)

•·       Parking Lots and Roadways (full-depth replacement, new, resurfacing, sealing, striping, sidewalks, concrete and asphalt, etc.) (32)

•·       Perimeter defense (fencing, walls, gates, vehicle barriers, bollards, etc.) (32)

•·       Utility Systems (septic, wells, sewer, water mains, etc.) (33)

•·       Marine construction (docks, boardwalks, etc.) (35)


 Respondents are requested to provide information on the following:

•1.       Ability to perform construction at any CBP facility (Border Patrol stations and checkpoints, and Air & Marine Operations marinas and hangars)?

•2.      Preferred region of work (Eastern US, Western US, specific states, entire US)?

•3.      Access to sub-contractors in preferred regions?

•4.      Ability to perform multiple task orders at multiple locations simultaneously?

•5.      Ability to perform work in all divisions listed above?

•6.      Ability to perform work within the price range of $2,000 to $5,000,000?

•7.      Type of company/set-aside (8a, Woman-owned, Large, Small, HUB Zone, etc.)?

•8.     What is your bonding level?


 


The Government will use the information gathered through publication of this Market Research to determine the best acquisition strategy for this requirement.


We are looking at multiple award task order contracts (MATOC) and/or single award task order contracts (SATOC).


All work should be assumed to take place during normal hours of operation, which is Monday through Friday from 8:00 am to 4:30 pm, excluding federal holidays (New Year's Day, Martin Luther King Jr.'s Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day).


 

CBP BACKGROUND INVESTIGATION (BI) CLEARANCE:

(a) The contractor shall comply with the CBP administrative, physical, and technical security controls to ensure the federal government's security requirements are met.

(b) Contractors hired for work within the United States or its territories and possessions, and who require access to the Department of Homeland Security (DHS) owned or controlled facilities, information systems, security items, or products and/or sensitive but unclassified information shall be U.S. Citizens and shall live within the United States or its territories.

(c) The contractor must run a preliminary criminal background check on candidates prior to being referred for interviewing.  Only candidates who pass the preliminary criminal background check performed by the contractor will perform work under this contract.

(d) All contractors hired for work must pass a criminal background check, which will be performed by CBP, Security Programs Division prior to being allowed full access to government systems. Failure to pass a criminal background check or a thorough CBP background investigation completed by the CBP, Security Programs Division is grounds for removal from working under this contract.

(e) The contractor shall submit within ten (10) working days after award of each Task Order, a list containing the full name, and date of birth of these candidates who have successfully passed the preliminary background investigation (BI) by CBP, or submit such information and documentation as may be required by the Government to have a BI performed for all personnel.

The information must be correct and be reviewed by a Customs Official for completeness. Normally, this shall consist of SF-85P, "Questionnaire for Public Trust Positions;" FD-258, "Fingerprint Chart;" and a financial statement.

(f)  The continuous failure to meet the requirement to provide cleared personnel is grounds for termination of the task order, unless cleared personnel are timely provided as replacements.  The contractor must provide a qualified replacement capable of passing a BI for any person who fails to successfully pass a BI.  This policy applies to any personnel hired as replacements.

(g) Completion of the investigation may be as brief as 90 days or as long as one year.

All Contractor/construction personnel will be escorted by a government appointed person while inside the Border Patrol and Air & Marine Operations facilities.
