This requirement is being set aside for Service Disabled Veteran Owned Small Business's (SDVOSB) only.

The purpose of this requirement is to procure services for developing and delivering leadership curriculum for the CBP Pre-Command School (PCS). The PCS is a ten-day program over two-weeks designed to provide a comprehensive and systematic means of preparing senior managers and executives to assume a command position.  The curriculum will focus on the critical operational and leadership mandates of a commander.  The ten-day program will be 80% CBP-centric material, and 20% leadership-centric material.  The Contractor will only be responsible for developing and delivering the leadership-centric curriculum.

 

The CBP PCS will provide a rigorous graduate level program of study designed to develop a broad perspective on management and leadership issues in a law enforcement organization, and cultivate strong abilities in the Office of Personnel Management's (OPM) Executive Core Qualifications (ECQs):  Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions/Communication.

 

The participants in the Pre-Command School will be a cross-functional mix of senior managers (GS-15s) and members of the Senior Executive Service (SES). This audience diversity enhances the opportunities for implementing change and integration both within and outside the classroom.  Participants will be learning and applying the change initiatives across organizational lines, thus spreading the message to the rank and file.  The participant mix will also reinforce networking opportunities among senior leaders.  At the completion of the program, participants will be expected to perform successfully in key leadership positions at the senior GS-15 and SES level.
