Sources Sought for CA-SAN FRAN BAY-NATURAL RESOURCE PLAN. The United States Fish and Wildlife Service (USFWS), Contracting and General Services Division (CGS) Region 1 is conducting market research to determine the availability, interest and capability of potential sources qualified and able to facilitate and support an effective resource management planning process that includes a series of workshops for the San Francisco National Wildlife Refuge Complex (Complex). One of the purposes of regional refuge biological program is to foster the development of natural resource management plans (NRMPs) and inventory and monitoring plans (IMPs) for National Wildlife Refuges (NWRs) in Region 8 that promote the effective, efficient and adaptive management of refuge resources. Using the Conservation MeasuresB? Partnership Open Standards for the Practice of Conservation (OS); See http://www.cmp-openstandards.org/download-os/ For Conservation Measures Partnerships (CMP) see http://www.conservationmeasures.org

The contractor would assist and adapt as needed, the existing NRMP process for Region 8 NWRs to the development of an inclusive, transparent, structured and objective work planning process that will result in a draft high-level multi-year NRMP and IMP for the Complex. The resulting plans for the Complex will incorporate adaptive management principles and fully integrate climate change considerations. As part of the planning process, the contractor would work with Region 8 and the San Francisco NWR Complex staff to use Miradi Desktop Software and Miradi Share to store, aggregate and share planning data among refuges and with partners as more detailed plans are developed for the NWRs in the Complex and throughout Region 8. This project is planned to commence upon award on or before 2/15/2017 and ends on or before 10/31/2017.
