The Department of State Visa Office must contract services from a company that maintains a global database of public and private company information and can provide real time information in relation to approved petition-based temporary employment in the United States. The contractor shall provide CA/VO with access to a searchable database of public and private company information in order to gather data about the employment and prospective employment of potential petition-based visa applicants.


CA/VO utilizes commercial databases of private and public company information to acquire information about the employment and prospective employment of visa applicants. This information is utilized to screen companies that have petitioned the Department of Homeland Security (DHS) to hire employees from overseas. The databases are utilized by Consular Officers throughout CA, and primarily at the National Visa Center (NVC) and the Kentucky Consular Center (KCC) to conduct visa fraud research.


Technical Requirements|Tasks:


Provide a comprehensive, real-time database that details financial and organizational information on both major and minor U.S. and foreign companies and entities associated with petition-based visas to combat consular fraud. Access to information improves adjudications, facilitating the validation of legitimate cases and providing data to more effectively investigate suspect cases.


This database must be capable to be updated on request via issuance of new unique identifiers (such as DUNS numbers for all locations. The bidder must provide the ability to conduct research on previously unknown entities upon request by the Department of State and assign or obtain DUNS numbers for them.

The database must contain significantly more information than is contained in open sources such as Google and have a high degree of accuracy - i.e., the service provider must be able to independently verify information about companies in the database from two or more trusted sources. The database must provide a mechanism for investigation and verification of the information contained.


The database must be able to give facts about a business including:
o Registered or official name
o Size
o Address
o Number of employees
o Income, sales, and net worth
o Government licensing or government disbarments
o Website
o Telephone number
o Executives
o Transaction/ownership history
o Commercial credit rating and reporting
o Payment history
o Federal Employer Identification Number
o Government filings and bankruptcy records
o Branch offices and subsidiaries
o Investigation mechanism to confirm information


The database must be searchable on the following fields:
o Federal Employer Identification Number
o Company Executives
o Company's Legal Name
o Company Address
o Unique Identifier (e.g., DUNS number)


The database must be accessible to automated searches of key data as described above.

The Sources Source (Capability Statement) response should be concise and not exceed seven (7) pages including cover pages, table of contents etc.2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. No phone calls related to this Sources Source will be accepted.
