This is the synopsis for the Combined Analytical Services Contracts (CASC) solicitation. The purpose of this acquisition is to provide the framework for laboratories to perform EPA Contract Laboratory Program (CLP) analytical methods for the isolation, detection and quantitative measurement of trace volatile or low-medium volatile, semi-volatile, pesticide and aroclor compounds in water and soil/sediment samples, and the isolation, detection and quantitative measurement of metals and cyanide in water and soil/sediment samples, and total metals analysis in wipes, pursuant to Exhibits A-H, EPA Contract Laboratory Program Statement of Work for Superfund Analytical Methods (Multi-Media, Multi-Concentration) SFAM01.0. Also included in this acquisition is the analytical methods for the isolation, detection, and quantitative measurement of seventeen 2,3,7,8-substituted tetra through octa Chlorinated Dibenzo-p-Dioxins (CDDs) and Chlorinated Dibenzofurans (CDFs), and Chlorinated Biphenyl Congeners (CBCs) in aqueous/water, soil/sediment, sludge, tissue (non-human), biosolids, ash, oil, and oily matrices. Analyses are performed using a High Resolution Gas Chromatography/High Resolution Mass Spectrometry (HRGC/HRMS) method pursuant to Exhibits A-H, EPA Contract Laboratory Program Statement of Work for High Resolution Superfund Methods (Multi-Media, Multi-Concentration) HRSM02.0. The anticipated duration of this contract will consist of the Base Period of one (1) year, Option Period 1 of one (1) year, Option Period 2 of two (2) years, and Option Period 3 of two (2) years, for a total of six (6) years. The anticipated contract type will be indefinite-delivery indefinite-quantity (IDIQ) with work to be ordered through the issuance of task orders on a fixed-price basis.

This acquisition will be a partial small business set-aside and will be conducted on a full and open basis using FAR Part 15 procedures. All responsible sources may submit a proposal which shall be considered by the Agency. There are conflict of interest (COI) limitations associated with this acquisition. The associated COI provisions and clauses are posted as an attachment to this synopsis.

The solicitation is expected to be released on or around September 19, 2019. The solicitation package, as well as other related documents and information, will be posted on the Federal Business Opportunities (FBO) website. Interested parties are advised to monitor the FBO website for the solicitation and for any updates in regard to the solicitation.
