This SOURCES SOUGHT NOTICE is issued by the Department of Defense Naval Sea Systems Command (NAVSEA), on behalf of the Corporate Operations and Total Force Directorate, SEA 10.  SEA 10 is seeking capabilities packages of  otential sources including Small Business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.  This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing provide data maintenance and reporting expertise in CAS2Net to NAVSEA personnel in support of NAVSEA Headquarters and Field Activities conversion to AcqDemo in accordance with the requirements of industry standards and applicable local, state, and Federal laws.  The North American Industry Classification System (NAICS) code for this requirement is 611430.


This Request for Information/Sources Sought Notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.  Responses will not be considered as proposals and no award will be made as a result of this notice. 


The Government is not obligated to and will not pay for information received in response to this notice.  Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.  Respondents will not be notified of the results of this Sources Sought notice.  The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation.


The Corporate Operations and Total Force Directorate, SEA 10, is considering a firm-fixed-price acquisition, small business set aside, provided that the written capabilities submitted by small business vendors demonstrate the ability to successfully perform the required services, as determined by the Department of Defense.  Contractor MUST demonstrate specific CAS2Net experience; experience in similar systems DOES NOT qualify. Contractor support services are required and not limited to the Washington, DC Metropolitan area (Zone 2). 


This information is to be provided electronically only to bonita.lucas@navy.mil no later 24 February 2017 at 5:00 pm ET.  The narrative response shall be typed in Times New Roman font with 12-point type size and shall not exceed five pages.  A page is considered as one side of a sheet sized 8 ½ inches by 11 inches.


AcqDemo Transition Overview
The NAVSEA Headquarters (HQ) and Program Executive Offices (PEOs) transitions from the DON's Interim Performance Management System (IPMS) to DoD Civilian AcqDemo on 20 March 2016.  Other NAVSEA field activities are expected to transition to AcqDemo in accordance with a schedule to be determined, with completion expected to occur in calendar year 2018.  NAVSEA requires ongoing data management and maintenance support, pay pool support, position description conversion and classification support, and applicable supervisory and employee training courses, including and not limited to assessment writing training, refresher training, and make up training.


The Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) was authorized by PL 104-106 as amended by PL 105-85 and implemented in 1999 via Federal Register, Vol 64, No.5, Friday, January 8, 1999 Notice as a means to provide a more flexible personnel management system for the Defense Acquisition Workforce.


NAVSEA converted to AcqDemo on 20 March 2016 for approximately 3300 of its HQ/PEO personnel and anticipates conversion of approximately 2000 of its field activities personnel in 2017 and 2018.  As part of the planning, preparing, conversion, and continuation of this transition, the NAVSEA Corporate Operations and Total Force Directorate, SEA 10 has responsibility to manage the transition, train and prepare the workforce, and sustain AcqDemo transition operations through 2018.


Requirements:


SEA 10 requires data maintenance support and reporting expertise in CAS2Net in accomplishing the conversion of the NAVSEA Enterprise workforce to AcqDemo, including and not limited to the following tasks:


The contractor shall support the transition and maintenance in the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) as NAVSEA's personnel management system.  The contractor shall provide expert guidance and ongoing training in the Contribution-based Compensation and Appraisal System (CCAS) software and the CAS2Net system to include:


a) Provide data maintenance and reporting expertise in CAS2Net and expertise with CCAS spreadsheets during the pay pool process in order to provide sufficient support to transition all HQ data maintenance to the sole responsibility of the organization. 


b) Provide data maintenance support for the transition of 800 field activity employees across 12 organizations and continued support of 3500 Headquarters Employees across 15 different organizations.  Must be extremely knowledgeable and have hands on experience with CCAS spreadsheets and the CAS2Net system in order to provide guidance to all employees including SES level directors.


c) Provide step by step tutorials and training on CAS2Net and CCAS to employees within all NAVSEA organizations.


d) Provide subject matter expertise on CAS2Net and CCAS to identified government contacts (train the trainer) in order to prepare/run the pay pool process and maintain the organization's employees in the systems.


e) Provide brown bags and hands on training (both in person and distance) to employees on the contribution planning process and assessment writing process in CCAS, providing detailed instruction on how to document these milestones in CAS2Net.


Experience using the AcqDemo Employee Movement Matrix to identify employees under special circumstances that require additional action in CAS2Net and CCAS.
