The Naval Surface Center, Dahlgren Division intents to acquire continued research and development efforts direct toward the fabrication of carbon-carbon Shape Stable Nosetip (SSNT) materials, development and fabrication of advance re-entry materials including antenna windows, control surfaces, leading edges, and heatshields; and support engineering studies.

The procurement is required to Support Submarine Launched Ballistic Missile (SLBM) re-entry systems. The effort will be fulfilled through other than full and open competition with Intermat, 389 Hill Street, Biddeford, Maine 04005-4335. Intermat, a wholly owned subsidiary of Fiber Materials Inc. (FMI), uniquely qualified to conduct the efforts required by this effort and is the sole supplier of c/c composite, SSNT for the Navy MK5 re-entry body. The unique SSNT technology has proven to be the most effective solution devised for ensuring reliable, repeatable, and accurate re-entry body flight performance in extremely harsh re-entry environments. It is of the utmost importance to maintain consistency when fabricating these materials.


The billet weaving and densification procedures for these materials have a profound effect on their thermal and mechanical properties and their ablative and aerodynamic flight performance, use of the identical SSNT weaving and processing cycles is absolutely necessary. Intermat c/c weaving processing cycles are proprietary. Only Intermat can reproduce these billet weaving and processing cycles, and thus is the only supplier who can fabricate the additional materials. In accordance with FAR 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A Cost-Plus-Fixed-Fee/Firm-Fixed-Price ID/IQ contract is anticipated over a 60 month period.


All deliveries will be to Naval Surface Warfare Center, Dahlgren Division, Detachment Washington, DC, U.S. Naval Observatory, 3450 Massachusetts Avenue, N.W, Bldg. 56 Washington, DC 20392-5420. The solicitation number is N00187-17-R-2055. Award is anticipated on 21 July 2017.


Capability Statements: In an effort to determine market interest, capable businesses are invited to submit capability statements by the date indicated in this announcement. Capability statements shall not exceed 10 pages, not including resume summaries (if applicable) and shall include the following items:


(1) A complete description of the offeror's capabilities, related experience, facilities, techniques or unique combinations of these factors that clearly relate to the Government's specific needs for this requirement as identified above or as specified in the SOW (if applicable);
(2) A description of the specific qualifications and capabilities, via resume summaries, of key labor personnel who would be made available for this effort. Of primary interest is a team of individuals that clearly possesses in-depth experience required by this effort. Identify whether individuals are current employees of the Offeror or are planned team members and provide a one-page summary of the individual's qualifications;
(3) Specific past performance information that shows the company's relevant experience to this effort, including contract number(s) and current Government points of contact (Agency, individual's name and telephone); and
(4) Specific information to show that the potential offeror will maintain compliance with the provisions of FAR 52.219-14, Limitation on Subcontracting, for each contract period.


General statements, not supported by the specific information requested above, will not be considered responsive.

Capability Statements shall be provided by e-mail to Mr. Jeremy W. Jones (jeremy.w.jones@navy.mil) no later than 1200 EST on 05 December 2016. Capability Statements received after that time may not be considered for purposes of the subsequent Request for Proposal.
