Consulting Services
The Office of Personnel Management (OPM) Federal Investigative Services (FIS) located at 1137 Branchton Rd., Boyers, PA 16018 is issuing this Solicitation for Consulting Services for their existing Cost Allocation Model (CAM) using the Systems, Applications, and Products (SAP) Profitability & Cost Management (PCM) software tool. Contractor assistance with MCA and SAP PCM model development will: (1) best support FIS in future pricing, (2) help FIS identify the differences in cost structure for Federal employee- versus contractor-led investigations, (3) link the cost of operations to the different fees charged to recover the organization's costs, (4) design a repeatable process to develop cost data to support fee studies and operations improvement,, and (5) provide FIS with the required expertise to operate and adapt the CAM as needed.
FIS envision the contractor's services to be supportive in nature such as consultation and verification of outcomes. It is expected the contractor has FIS business and budgetary experience for analysis and guidance. The schedule of costs are envisioned to incorporate the relationship similar to a retainer but also incorporate the necessity for more intensive interaction to complete tasks as outlined by the schedule and Statement of Work.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Expertise with Federal Investigative Service's Business Systems, Procedures, and Practices.
2. Expertise in the Operation, Interpretation and Implementation of CAM, SAP, and PCM software and outcomes
3. Past Performance
4. Price
Technical (items 1 & 2) and past performance (item 3), when combined, are More Important than Price.
The Government reserves the right to award to a higher priced technically superior offer or if it determines that the superior technical quality of the selected quote outweighs the relative difference in price. Price will become a relatively more significant determining factor as the technical quality of competing quotes converges.
All references to this Solicitation shall refer to the reference number OPM-FIS FY15-01157. The NAICS Code for this Solicitation is 541611 Administrative Management and General Management Consulting Services with a small business size standard of $15 million dollars. This is a Full and Open Competition all businesses performing the services required in this solicitation are welcome to present an offer.
