GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a total small business set-aside basis from all interested small businesses having the capability to perform the work described below. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. Proposals for this solicitation are due no later than 5:00 p.m. Mountain Time, on Friday, August 10, 2018.

The entire solicitation package with all attached documents are available in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications and Drawings will be available in Adobe PDF format through www.fedbizopps.gov. Paper copies of this solicitation will not be made available.


PROJECT DESCRIPTION: This project will upgrade visitor access at Herring Cove Beach. The project will address accessibility and erosion at Herring Cove. Work will include relocation of parking lot and limited demolition of structures. The project will re-establish a natural shoreline and public beach access and replace the existing North parking lot with a new lot farther inland from the current location. Accumulated sand east of the existing parking lot will be redistributed to provide a low-crested protective berm and beach. Facilities will be constructed above mean sea level to support coastal adaptation. This project supports the National Park Service plan for Herring Cove that considers potential for future erosion, coastal flooding during storm events, long-term sustainability, restoring natural systems to the greatest extent possible, and retaining recreational experiences.


Work will include (1) removal of an existing beach-side asphalt paved parking lot approximately 2,400 feet in length, (2) removal of an existing two-lane asphalt paved road approximately 2,400 feet in length, (3) construction of a new relocated asphalt paved parking lot approximately 2,400 feet in length, (4) construction of a new relocated two-lane asphalt paved road approximately 2,400 feet in length, (5) modifications to the existing parking lot access road, (6) construction of a new fee booth, (7) construction of a new vault toilet, and (8) associated regrading and revegetation of the project site. Construction will take place in a sensitive beach environment.


PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. This negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government.


SET-ASIDE TYPE: This is a competitive total small business set-aside acquisition limited to small business firms. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation.


NAICS CODE: 237310 - Highway, Street, and Bridge Construction with a small business size standard of $36.5M.


MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000.


DURATION: The contract performance period is expected to be 256 calendar days from notice to proceed.


SITE VISIT: A Pre-Proposal Conference/Site Visit is scheduled for 10:00 am ET on Wednesday, July 25, 2018, at the Herring Cove Parking Lot, at Cape Cod National Seashore, Barnstable County, Massachusetts. Details can be found in contract provision 52.236-27, Site Visit (Construction) - Alternate I, in the contract clauses and provisions.
