The Coast Guard, Command, Control, Communications, Computers and Information Technology Service Center (C4ITSC) at C3CEN, 4000 Coast Guard Blvd, Portsmouth VA 23703, intends to award a sole source contract to Lockheed Martin Corporation (LM), 199 Borton Landing Rd. Moorestown, NJ, 08057-3054 for five years. A justification and approval will be issued under the authority FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This contract will provide support for the Sea Commander Command and Control system and interfaced systems on board the National Security Cutters. Lockheed Martin Corporation developed the current system and hardware under a previously awarded and competed contract.

Support for the Sea Commander Command and Control system and interfaced systems on board the National Security Cutters (NSC) includes all management, supervision, engineering services, personnel, labor, materials, and equipment required to perform organizational and depot level maintenance, including information assurance, system design maintenance, engineering escalation, technology refreshment, and obsolescence management. The Sea Commander Command and Control system and interfaced systems on board the NSC's consists of the following:


• Various servers and network switches
• Display consoles
• Proprietary software
• Interfaces with radar systems, GPS, Gun Weapon Systems, and Automated Identification Systems (AIS)


The place of performance for this support is primarily at the contractor's facility with potential visits aboard the NSC.


Given the complexities of the system and the use of proprietary software, Lockheed Martin Corporation is the only company capable to provide the support and hardware that will interface to the cutter's equipment.


This procurement is a FAR Part 15 acquisition. The North American Industry Classification System (NAICS) code for this requirement is 811213 with the size standard of $11 million.


This sources sought notice is issued solely to determine whether there are any other sources that can support the Sea Commander Command and Control System and interfaced systems on board the NSCs. The Coast Guard believes that LM is the only contractor capable of supporting these NSC systems without causing unacceptable delays and putting lives at risk.


Companies that believe they have the capability to sustain the existing system must submit a capability statement by 26 April 2017, detailing how they would support these systems September 2017. Companies must also detail how they would gain access to proprietary LM software elements, or reproduce existing software, to support the Sea Commander Command and Control System and interfaced systems on board the NSCs. Companies must explain their design, integration, verification, testing and certification functions and provide a timeline to meet the schedule; they must also explain how an otherwise acceptable solution from the company would be price competitive with LM. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information.


This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.

A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
